A flood panel convened to tackle the problem here made its initial recommendations on Thursday at the National University of Singapore.
It said that more real-time information on rainfall should be collected and national water agency Public Utilities Board should relook the drainage system in Singapore.
It noted that canals and drains were no longer enough to handle the rainfall here and said other ways to slow and retain rainwater, such as ponds or porous roads, should be added to the drainage system.
It also ruled out the Marina Barrage as a cause of the Orchard Road floods in June this year and last year, citing computer models that showed removing the barrage would not have changed the floods.
It said rainfall data from the National Environment Agency over the past 30 years showed rainfall was becoming more intense here, a possible reason for the floods.
The panel, made up of local and foreign experts in drainage, met last week and will convene again in January 2012. A report will be submitted to the Ministry of Environment and Water Resources after the next meeting.
